By Statute, the Chief, Defense Nuclear Security (CDNS) is responsible for the development and implementation of physical security programs for the National Nuclear Security Administration (NNSA), including the protection, control, and accounting of material. The CDNS serves as the Cognizant Security Officer and is responsible for the development and implementation of security programs, operations, and facilities under the purview of NNSA. The CDNS is also the Officially Designated Federal Security Authority (ODFSA) for NNSA. The present delegation of security authorities memorandum issued on August 26, 2015 (reference (a)), assigns responsibility for security to several NNSA organizations, including the Office of Emergency Operations (NA-40). However, the reorganization of the Office of Emergency Operations and the Office of Counterterrorism and Counterproliferation (NA-80) has precipitated a re-designation of security authorities from the Office of Emergency Response (NA-42) to the Office of Nuclear Incident Response (NA-84) (reference (b)). @® The attached Delegation Order accomplishes the delegation of those security authorities to the Director of the Office of Nuclear Incident Response (NA-84). Pursuant to the authority vested in me under Section 3232 of the National Nuclear Security Administration (NNSA) Act (50 U.S.C. 2422) and

NNSA SD 470.4-1, Defense Nuclear Security Federal Oversight Process, dated April 1, 2016, and DOE O 470.4B, Safeguards and Security Program. 1.1 1.2 I hereby delegate authority to your respective offices to serve as NNSA cognizant security offices for those facilities under your line management authority. Pursuant to the requirement in Department of Energy Security policies, I hereby delegate authority to function as the Officially Designated Federal Security Authority (ODFSA) for your respective sites or organizations. RESCISSION. Delegation Order No. 003.03-1 and all other existing delegations on this subject. LIMITATION. 3.1 3.2 3.3 3.4 At the Savannah River Site, these delegations will be consistent with the Memorandum of Agreement (or follow on) between the Savannah River Operations Office and the Savannah River Site Office on Security and Emergency Management Services at the site (dated August 15, 2016). In exercising the authority delegated in this Order, the delegate shall be governed by the rules and regulations of the Department of Energy, the National Nuclear Security Administration, and the policies and procedures prescribed by the Secretary and Under Secretary for Nuclear Security/Administrator. Nothing in this Order precludes the Under Secretary for Nuclear Security/Administrator from exercising any of the authority delegated by this Order. Nothing in this Order shall be construed to supersede or otherwise interfere with the authorities provided to the NNSA Administrator by law or delegation. 3.5 Any amendments to this Order shall be made in consultation with the NNSA General Counsel. AUTHORITY TO REDELEGATE. I authorize you to delegate ODFSA responsibilities to your Assistant Managers for Safeguards and Security or equivalent senior Federal security manager. Further delegation of ODFSA responsibilities is prohibited. Redelegation must conform to the requirements in NNSA Business Operating Procedure (BOP)-00.03, Delegation and Designation of Authority. Copies of redelegations shall be provided to NNSA’s Office of Business Services. DURATION AND EFFECTIVE DATE. 5.1 All actions pursuant to any authority delegated prior to this Order or pursuant to any authority granted by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended or superseded. 5.2 Acopy of this Order shall be provided to NNSA’s Office of Business Operations. 5.3 This Order is effective November 30, 2016.
