RAINES we ASSOCIATE ADMINISTRATOR FOR ACQUISITION AND PROJECT MANAGEMENT SUBJECT: ACTION: Chemistry and Metallurgy Research Replacement Project Preliminary Project Execution Plan and Delegation of Project Management Executive Authority ISSUE: Requesting your approval/signature of the Chemistry and Metallurgy Research Replacement (CMRR) Project Preliminary Project Execution Plan (PPEP) and Delegation of Project Management Executive (PME) Authority for the CMRR Subprojects. BACKGROUND: On October 20, 2015, you chaired a meeting of the Energy Systems Acquisition Advisory Board (ESAAB) to discuss restructuring the CMRR Project, for which you are the Chief Executive for Project Management. You approved the CMRR Project restructuring on November 25, 2015, and requested that the PPEP be updated for your signature to reflect the new project structure. The PPEP is the governing document that establishes the means to execute, monitor, and control projects that are subject to Department of Energy (DOE) Order 413.3B Program and Project Management for the Acquisition of Capital Assets. With the restructuring of the CMRR Project, each Subproject now has a cost range below the $750M threshold in DOE Order 413.3B, allowing PME authority to be delegated to the appropriate Under Secretary. Therefore, your approval of this PPEP delegates PME authority for the CMRR Subprojects to the Under Secretary for Nuclear Security. You previously delegated, with the Project Management Risk Committee’s concurrence, PME authority to the Under Secretary for Nuclear Security to approve CD- 3B, approve long lead procurements and site preparation, for the CMRR Subprojects. RECOMMENDATION: That you approve and sign the attached PPEP for the CMRR Project and delegate PME authority for the CMRR Subprojects to the Under Secretary for Nuclear Security.
