SUBJECT: ACTION: Delegation of Project Management Executive Authority
for the Uranium Processing Facility Process Support Facilities
Subproject
ISSUE: Whether or not to sign the attached delegation to assign the Project
Management Executive (PME) authority for the Uranium Processing Facility (UPF)
Process Support Facilities (PSF)Subproject.
BACKGROUND: The PSFSubproject includes engineering, procurement, construction,
and installation of systems, structures, and components (SSCs)that enable PSF
operations.
The estimated Total Project Cost (TPC)of the PSFSubproject is $121M. Department of
Energy (DOE) Order (0) 413.3B allows projects with a TPC below $750M to be delegated
below the Under Secretary level. Therefore, the Office of Acquisition and Project
Management (NA-APM) requests delegation of PME responsibilities to the Uranium
Program Manager (NA-194), through the Deputy Administrator for Defense Programs
(NA-IO).
The formal delegation is attached herewith and is necessary to authorize the requested
assignment.
RECOMMENDATION: That you approve and sign the attached delegation order for UPF
PSFto the Uranium Program Manager, NA-194.
