Robbins, Deputy Manager, NNSA Production Office (NPO). The request, dated July 27, 2018, was received by this office on September 12, 2018. Delivery was delayed due to unintended blocking of the h·ansmittal by information technology security features. I approve the delegation of safety basis approval authority to Ms. Robbins for the Pantex Plant as you requested. This approval supersedes Reference (2) and includes delegated nuclear safety authorities as listed below for all ofNPO (i.e., Pantex Plant and Y-12 National Security Complex). The request for delegation as well as the bases of previous delegations to Ms. Robbins were evaluated and documented in accordance with the procedure for delegating nuclear safety authorities, Reference (3). Ms. Robbins is qualified as a Senior Technical Safety Manager (STSM). She is due for STSM requalification by December 2019. She successfully completed Nuclear Executive Leadership Training in 2014. Prior to her current position, she was the Acting Assistant Manager for Environment, Safety, Health and Quality for the NPO and, before that, served as the Deputy Federal Project Director for the Uranium Process Facility project for six years. Ms. Robbins has more than 20 years of experience in critical nuclear positions in the nuclear industry. She was previously recognized with the honor of "NNSA Safety Professional of the Year." Ms. Robbins currently serves as the NPO Deputy Manager and possesses the qualifications and experience to carry out delegated nuclear safety authorities. 2 The NPO capabilities, capacities, and framework to perform these delegations were evaluated in the 2016 Biennial Review ofNPO. This review resulted in a Management Concern that characterized the NPO Technical Qualification Program (TQP) as "Does Not Meet Expectations." The review determined that NPO lacked an effective TQP, which could have affected its ability to properly execute delegated safety basis approval authority. NPO completed its Corrective Action Plan to address the safety basis Management Concern. The Office of Chief of Defense Nuclear Safety staff performed an effectiveness review of these actions, Reference ( 4), and determined the actions have adequately addressed the Management Concern. I delegate the following nuclear safety authorities to Ms. Teresa M. Robbins for both the Y-12 National Security Complex and the Pantex Plant:

Safety Design Basis: Approval Authority for safety design basis documents for Hazard Category 2 and 3 nuclear facilities developed in accordance with DOE-STD-1189-2016, Integration of Safety into the Design Process. This approval authority covers safety design basis documents prepared in accordance with DOE-STD-1189-2008 in cases where a project is following that standard. Safety Basis: Approval Authority for safety basis documents for Hazard Category 2 and 3 nuclear facilities as required by 10 CFR 830 Subpart B, Safety Basis Requirements. This includes Documented Safety Analyses, Technical Safety Requirements, Unreviewed Safety Question (USQ) procedures, documents that result from positive USQ determinations, and revisions to these documents. Startup and Restart: Authorization Authority for startup of Hazard Category 3 nuclear facilities and restart of Hazard Category 2 and 3 nuclear facilities. Consistent with Section 3 .2 of DOE-STD-1104-2016, Review and Approval of Nuclear Facility Safety Basis and Safety Design Basis Documents, the safety basis delegation excludes approval authority for proposed changes to an existing facility safety basis where no viable control strategy exists to prevent or mitigate the offsite dose consequence of an accident scenario from exceeding the Evaluation Guideline. There are no compensatory measures and these delegations remain valid while Ms. Robbins serves in her current position and maintains STSM qualification.
