NA-2019-NA005.01, Delegation Order No. NA-005.01 to the Associate Administrator for Information Management and Chief Information Officer

NATIONAL NUCLEAR SECURITY ADMINISTRATION DELEGATION ORDER NO. NA-005.01 TO THE ASSOCIATE ADMINISTRATOR FOR INFORMATION MANAGEMENT AND CHIEF INFORMATION OFFICER DELEGATION. Under the authorities and responsibilities vested in me pursuant to section 3212(b) of the National Nuclear Security Administration (NNSA) Act [50 U.S.C. 2402(b)], I delegate to the Associate Administrator for Information Management and Chief Information Officer authority for the following activities, subject to my review: 1.1 1.2 1.3 1.4 1.5 1.6 1.7 1.8 1.9 Develop enterprise-wide procedures to modernize the information technology (IT) infrastructure and improve the management, acquisition, and oversight of federal IT. Implement approved policies and procedures that establish enterprise-wide requirements for the level of detail with which planned expenditures for all transactions that include IT resources are to be reported to the Chief Information Officer. Develop and implement enterprise-wide procedures that document the Chief Information Officer’s role in project management; in reviewing IT resources that are to support major program objectives; and significant increases and decreases in IT resources. Define a Capital Planning Investment Control (CPIC) process within NNSA that complies with Office of Management and Budget’s common baseline for implementing the Federal Information Technology Acquisition Reform Act (FITARA) on individual investments. Coordinate with programs during the planning and budgeting for IT resources. Review and approve the acquisition of all IT within all NNSA organizations, including the approval for classified IT up to Top Secret collateral, which includes the Department of Energy classified environment. Review and approve the major IT investments portion of the budget request. Oversee IT consolidation to define federal IT management functions and promote the use of shared IT solutions across the NNSA nuclear security enterprise. Execute cybersecurity authority to ensure procurement of IT is vetted appropriately and follows risk management measures. 1.10 Oversee and govern federal IT projects, initiatives, programs, investments, and acquisitions. 1.11. Serve as a member of any investment or governance related board with purview over projects that include IT, or any board responsible for setting IT standards and making decisions regarding IT resources within and across NNSA. RESCISSION. NONE. LIMITATION. 3.1 In exercising the authority delegated in this Order, the delegate shall be governed by the rules and regulations of the Department of Energy, the NNSA, and the policies and procedures prescribed by the Secretary and Under Secretary for Nuclear Security/Administrator. 3.2. Nothing in this Order precludes the Under Secretary for Nuclear Security/Administrator from exercising any of the authority delegated by this Order. 3.3. Nothing in this Order shall be construed to supersede or otherwise interfere with the authorities provided to the NNSA Administrator by law or delegation. 3.4 Any amendments to this Order shall be made in consultation with the NNSA General Counsel. AUTHORITY TO REDELEGATE. 4.1 Except as expressly prohibited by law, regulation, or this Order, the Associate Administrator for Information Management and Chief Information Officer may delegate the above responsibilities to the Director for IT Operations and Cyber Security, Director for Policy and Governance, or an equivalent senior management official. Further delegation of responsibilities is prohibited.

4.2 Redelegation must conform to the requirements in NNSA Business Operating Procedure (BOP)-00.03, Delegation and Designation of Authority. Copies of redelegations shall be provided to NNSA’s Management and Budget, Business Services, Policy Division. DURATION AND EFFECTIVE DATE. 5.1 All actions pursuant to any authority delegated prior to this Order, or any authority granted by this Order taken prior to and in effect on the date of this Order, are ratified and remain in force as if taken under this Order, unless or until rescinded, amended, or superseded. 5.2.
