BACKGROUND: The electro-refiners at the Y-12 National Security Complex are key pieces of equipment that support processes to provide a sufficient purified uranium supply for Directed Stockpile Work, as well as other customers. This technology will help the National Nuclear Security Administration cease dependence on the current unreliable and costly techniques, which do not meet the necessary throughput goals. DISCUSSION: The ER project was previously delegated to the Uranium Program Manager by the Deputy Administrator for Defense Programs (NA-10). Subsequently, the project’s cost has increased to over $100M, requiring delegation of a PME by the Administrator. PME authority will rest with the same program office as before; however, this new delegation is required to satisfy the administrative requirement that projects greater than $100M in cost be delegated by the NNSA Administrator. The proposed delegation is attached. Adesina, NA-APM-20 DEPARTMENT OF ENERGY NATIONAL NUCLEAR SECURITY ADMINISTRATION DELEGATION OF PROJECT MANAGEMENT EXECUTIVE RESPONSIBILITIES FOR THE ELECTRO-REFINING (ER) PROJECT DELEGATION. Under the authority vested in me under Section 3212 of the National Nuclear Security Administration (NNSA) Act (50 U.S.C. 2402) and in accordance with Department of Energy Order 413.3B, Program and Project Management for the Acquisition of Capital Assets, the Project Management Executive Authority for the Electro-refining (ER) Project, is the NNSA Uranium Program Manager within the Office of Defense Programs. This authority encompasses the project management aspects relating to the Y-12-ER, including Energy Systems Acquisition Advisory Board equivalents, Critical Decisions, and Quarterly Project Reviews, except for those specifically reserved for the Administrator or the Deputy Secretary of Energy. RESCISSION, All Project Management Executive Authority delegations previously issued for this project are hereby rescinded. LIMITATION. 3.1 In exercising the authority delegated herein, a delegate is governed by the applicable rules and regulations of the Department of Energy and the policies and procedures of the Secretary. 3.2. Nothing in this delegation precludes the Secretary from disapproving any Administration-specific policy, or exercising any of the authority delegated by this delegation whenever in the Secretary's judgment the exercise of that authority is necessary or appropriate to administer the functions vested in the Secretary. 3.3. The authorities delegated herein shall only be exercised with regard to NNSA employees, contractors, or activities. 3.4 | Any amendments to this delegation shall be in consultation with the NNSA General Counsel. 3.5 Nothing in this Delegation precludes the Administrator from exercising any of the authority delegated in this Delegation. AUTHORITY TO REDELEGATE. The PME authority as stated in this Delegation may not be redelegated.
