VERDON DEPUTY ADMINISTRATOR (ReKee Pil arabe. FOR DEFENSE PROGRAMS SUBJECT: ACTION: Sign the Attached PME Authority to Redelegate UCEP Subprojects 010 and 020 to the Associate Deputy Administrator for NA-11. ISSUE: Delegation of the Project Management Executive (PME) authority for the Ula Complex Enhancement Project (UCEP), Subprojects 010 and 020, at the Nevada National Security Site (NNSS). BACKGROUND: UCEP is a congressional line-item construction project that is preparing an underground laboratory at the NNSS Ula Complex. This construction project enables new experimental and diagnostic capabilities and an increased operational cadence of subcritical weapons experiments using plutonium. UCEP Subproject 010 is the Enhanced Capabilities for Subcritical Experiments (ECSE) Access and Life Safety Infrastructure subproject. This subproject constructs the underground drifts to improve egress, support, and refuge station systems. The subproject has achieved critical decision (CD) 2/3, and the baselined cost is $50.1 million. UCEP Subproject 020 is the ECSE Laboratory and Support Infrastructure. This subproject constructs the Ula Complex’s new ECSE underground laboratory to include ventilation, mechanical, electrical, fire protection and life safety, control and diagnostics, and containment plug structures, systems, and components. The subproject now has achieved CD-1, and the cost range is $60.6 million to $124.7 million. PME authority for UCEP Subprojects 010 and 020 is currently delegated to the Deputy Administrator for Defense Programs. Considering the tunneling is a routine activity at NNSS, and the majority of the nuclear safety systems being installed already exist in other areas of Ula Complex, the PME authority for these projects is deemed more appropriate for the Associate Deputy Administrator (ADA) for Research, Development, Test, and Evaluation (NA-11). Following the proposed delegation, PME authority will rest within the same program office as before the change, the Office of Defense Programs (NA-10). Under the authority vested in me under Section 3212 of the National Nuclear Security Administration (NNSA) Act (50 U.S.C. 2402) and in accordance with Department of Energy Order 413.3B, Program and Project Management for the Acquisition of Capital Assets, the Project Management Executive (PME) Authority for the Ula Complex Enhancement Project (UCEP) Subprojects 010 and 020 is delegated to the Associate Deputy Administrator for Research, Development, Test, and Evaluation (NA-11) within the Office of Defense Programs. This authority encompasses the project management aspects relating to the UCEP Subprojects 010 and 020 including Advisory Board equivalents, Critical Decisions, and Quarterly Project Reviews, except for those specifically reserved for the Administrator or the Deputy Secretary of Energy.

RESCISSION. All Project Management Executive Authority delegations previously issued for this project are hereby rescinded. LIMITATION. 3.1 ‘In exercising the authority delegated herein, the delegate is governed by the applicable rules and regulations of the Department of Energy and the policies and procedures of the Secretary. 3.2 Nothing in this delegation precludes the Secretary from disapproving any Administration-specific policy or exercising any of the authority delegated by this delegation whenever in the Secretary's judgment the exercise of that authority is necessary or appropriate to administer the functions vested in the Secretary. 3.3. The authorities delegated herein shall only be exercised with regard to NNSA employees, contractors, or activities. 3.4 Any amendments to this delegation shall be in consultation with the NNSA General Counsel. 3.5 Nothing in this Delegation precludes the Administrator from exercising any of the authority delegated in this Delegation. AUTHORITY TO REDELEGATE. The PME authority as stated in this Delegation may not be redelegated. EFFECTIVE DATE. 5.1 Acopy of this delegation shall be provided to NNSA’s Business Services Office. 5.2 This delegation is effective immediately. . ad 5.3. Dated this oo day of May 2019.
