Under the authority vested in me as the Administrator of the National Nuclear Security Administration (NNSA) and pursuant to Section 3212 of the National Nuclear Security Administration Act (50 United States Code 2402), and the authority delegated to me by Department of Energy (DOE) Order (0) 142.3A Change 1, Unclassified Foreign Visits and Assignments Program, I delegate to those positions identified in paragraph 1.2 the authority to: 1.1 Review and make final approval determinations for access requests involving foreign nationals from sensitive countries, nonsensitive countries, and nationals of state sponsors of terrorism who are lawful permanent residents of the United States. This authority is for access to DOE/NNSA Headquarters facilities. A. This authority does not extend to final approval determinations for nationals of state sponsors of tenorism who are not lawful permanent residents of the United States. B. This authority must be exercised in coordination with the NNSA Headquarters Security Operations Office, or snccessor organization, nnder the NNSA Chief, Defense Nnclear Security, or their representative, who are responsible for the administration of the Foreign Visits and Assignments Program for the NNSA Headquarters organizations. 1.2 Delegated Positions.
