DESIGNATION OF AUTHORITY ORDER NO. NA-2021-DES-GC-GC10-01
TO ASSISTANT GENERAL COUNSEL FOR LITIGATION
1. DESIGNATION. Under the authority vested in me as the General Counsel of the National Nuclear
Security Administration (NNSA) and pursuant to section 3217 of the National Nuclear Security
Administration Act (Public Law 106-65, 50 U.S.C. 2401 et seq), and the authority provided in 10
C.F.R. Part 1014, I designate Jonathan Buckner, the NNSA Assistant General Counsel for
Litigation, as the official to take the following actions:
1.1. For those administrative tort claims filed pursuant to 10 C.F.R. Part 1014, the authority to
adjust, determine, compromise, and settle administrative tort claims up to $10,000.00.
2. LIMITATION.
2.1. This designation covers all parts of NNSA.
2.2. In exercising the designated authority in this Order, the designee is governed by the rules and
regulations of DOE/NNSA and the policies and procedures prescribed by the Secretary of
Energy, Deputy Secretary of Energy, and/or the Under Secretary of Nuclear Security.
2.3. The authorities designated herein shall only be exercised with regard to NNSA employees,
contractors, or activities.
2.4 The authorities designated herein shall only be exercised with regard to responsibilities
provided for in 10 C.F.R. Part 1014 and subject to the monetary limit in Paragraph 1.1.
2.5 Any amendments to this designation shall be in consultation with the NNSA General
Counsel.
3. AUTHORITY TO REDESIGNATE. This designation may not be redesignated or delegated.
4. DURATION AND EFFECTIVE DATE.
4.1 All actions by the designee pursuant to any authority provided in this Order or pursuant to any
authority granted by the Order taken prior to and in effect on the date of this Order are ratified
and remain in force as if taken under this Order, unless or until rescinded, amended or
superseded.
4.2 A copy of this designation shall be provided to the Office of Policy and Strategic Planning
through the NNSA Directives Team, which manages the Designation of Authority system
for NNSA.
4.3 This designation is effective immediately.
