NATIONAL NUCLEAR SECURITY ADMINISTRATION
DESIGNATION ORDER NO. NA-2022-DES-NA1-NA3-01
TO JAMES J. MCCONNELL
DESIGNATION. Pursuant to the authority vested in me under Sections 3212 and 3261
of the National Nuclear Security Administration (NNSA) Act (50 U.S.C. 2402, 2461), I
designate James J. McConnell, the Associate Principal Deputy Administrator (NA-3), as
the NNSA Central Technical Authority (CTA) as that title, its functions, and
responsibilities are described in NNSA Supplemental Directive 450.2B, Functions,
Responsibilities, and Authorities (FRA) for Safety Management (or successor document).
RESCISSION. Previous designations of individuals to serve as the NNSA CTA are
hereby rescinded. Concurrences for safety matters made by previous NNSA CTAs
remain in effect.
LIMITATION.
3.1 In exercising the designated authority in this Order, the designee is covered by the
rules and regulations of DOE/NNSA, the policies and procedures prescribed by the
Secretary of Energy, Deputy Secretary of Energy, and/or the Under Security of
Nuclear Security, as well as NNSA Supplemental Directive 450.2B.
3.2 Any amendments to this designation shall be in consultation with the NNSA
General Counsel.
AUTHORITY TO REDESIGNATE. This designation may not be redesignated or
delegated.
DURATION AND EFFECTIVE DATE.
5.1 All actions pursuant to any authority designated prior to this Order or any
authority delegated pursuant to previous designations, taken prior to and in effect
on the date of this Order, are ratified and remain in force as if taken under this
Order, unless or until rescinded, amended, or superseded.
5.2. A copy of this Order shall be provided to NNSA’s Office of Policy and Strategic
Planning, NNSA Directives Team.
5.3 This Order is effective January 1, 2022.
