NATIONAL NUCLEAR SECURITY ADMINISTRATION
DELEGATION ORDER NO. NA-2023-DEL-NAl-NAESH-01
1. DELEGATION. Pursuant to the authority vested in me under Sections 3212 and 3261 of the
National Nuclear Security Administration (NNSA) Act (50 U.S.C. §§ 2402, 2461), I delegate the
NNSA Certifying Official (CO) authority and responsibilities to Ahmad Al-Daouk, the Associate
Administrator for Environment, Safety, and Health. The NNSA CO authority and
responsibilities are delineated in Department of Energy (DOE) Order (0) 460.lD, Hazardous
Materials Packaging and Transportation Safety, and DOE O 461 .1 C, Packaging and
Transportation for Offsite Shipment of Materials of National Security Interest.
2. RESCISSION. Designation Order No. NA-001.01, issued to Ahmad Al-Daouk as the Deputy
Associate Administrator for Enterprise Stewardship (NA-53), is hereby rescinded.
3. LIMITATION.
3 .1. This Delegation Order covers only NNSA packaging and transportation matters.
3.2. In exercising the authority and responsibilities delegated in this Delegation Order, the
delegate shall be governed by the rules and regulations of DOE, NNSA, and the policies
and procedures prescribed by the Secretary and Under Secretary for Nuclear
Security/ Administrator.
3.3. Nothing in this Delegation Order precludes the Under Secretary for Nuclear Security/
Administrator from exercising any of the authority delegated by this Delegation Order.
3.4. Nothing in this Delegation Order shall be construed to supersede or otherwise interfere
with the authorities provided to the NNSA Administrator by law or delegation.
3.5. Any amendments to this Delegation Order shall be made in consultation with the NNSA
General Counsel.
4. AUTHORITY TO REDELEGATE.
4.1. Except as expressly prohibited by law, regulation, or this Delegation Order, the NNSA
CO may redelegate the NNSA CO authority and responsibilities further, in whole or in
part, to the Deputy Associate Administrator for Enterprise Stewardship (NA-ESH-10)
and/or the Division Director for the NNSA Packaging and Transportation Division
(NA-ESH-11).
4.2. The NNSA CO authority and responsibilities may not be delegated further than the
NA-ESH-11 Division Director.
4.3 . The Deputy Associate Administrator for NA-ESH-10 or the Division Director for
NA-ESH-11 do not have the authority to delegate any of the NNSA CO authority or
responsibilities.
5. DURATION AND EFFECTIVE DATE.
5 .1. All actions pursuant to any authority delegated prior to this Delegation Order or any
authority delegated by this Delegation Order taken prior to and in effect on the date of
this Delegation Order are ratified and remain in force as if taken under this Delegation
Order, unless or until rescinded, amended or superseded.
5.2. A copy of this Delegation Order shall be provided to NNSA Office of Policy and
Strategic Planning, NNSA Directives Team.
5.3 . This Delegation Order is effective on the date of signature, below.
