DOE O 420.IC Secretarial Officer Approve safety basis documents in accordance with DOE-STD-1104-2016. DOE O 413.3B Program Secretarial Officer Safety Basis Approval Authority Approve documentation supporting integration of safety analysisii for new Hazard Category 1, 2, and 3 nuclear facilities via Safety Review Letter or Safety Evaluation Report. DOE O 425.1D Program Secretarial Officer Startup Authorization Authority Startup and Restart Approval Authority Initial startup of a newly constructed Hazard Category 2 nuclear facility (not activity or operation) with a new DSA and associated TSRs.
