DELEGATION ORDER NO. NA-2023-NAl-NAl l-01
TO THE ASSISTANT DEPUTY ADMINISTRATOR FOR
RESEARCH, DEVELOPMENT, TEST & EVALUATION
1. DELEGATION. Under the authority vested in me as the Administrator for the National
Nuclear Security Administration (NNSA) and pursuant to section 3212 of the National
Nuclear Security Administration Act (50 U.S.C. 2402), and in accordance with
Department of Energy Order 413.3B, Program and Project Management for the
Acquisition of Capital Assets, I delegate the Project Management Executive (PME)
authority for the ZEUS Test Bed Facilities Improvement (ZTBFI) Project to the Assistant
Deputy Administrator for Research, Development, Test, & Evaluation (NA-11). These
authorities encompass the project management aspects relating to the ZTBFI Project,
including Energy Systems Acquisition Advisory Board equivalents, Critical Decisions,
and Quarterly Project Reviews, except for those specifically reserved for the Deputy
Secretary of Energy.
2. RESCISSION. None
3. LIMITATION.
3 .1 In exercising the authority delegated herein, a delegate is governed by the
applicable rules and regulations of the Department of Energy, the National
Nuclear Security Administration, and the policies and procedures of the Secretary.
3.2 Nothing in this delegation precludes the Deputy Secretary of Energy or the
Administrator from exercising any of the authority delegated by this Order.
3 .3 The approval authority for performance baseline changes will remain with the
Deputy Administrator for Defense Programs who is the Program Secretarial
Officer.
3 .4 Any amendments to this Order shall be made in consultation with the NNSA
General Counsel.
4. AUTHORITY TO RE-DELEGATE. The PME authority as stated in this Delegation may
not be re-delegated.
5. DURATION AND EFFECTIVE DATE.
5 .1 All actions pursuant to any authority delegated prior to this Order or any authority
delegated by this Order taken prior to and in effect on the date of this Order are
ratified and remain in force as if taken under this Order, unless or until rescinded,
amended or superseded.
5 .2 A copy of this Delegation shall be provided to the Office of Policy and Strategic
Planning, NNSA Directive Team.
5.3 This Delegation Order is effective on the date of signature below.
