NATIONAL NUCLEAR SECURITY ADMINISTRATION REDELEGATION ORDER NO. NA-2023-NA1R-NA10-01 TO THE DEPUTY ADMINISTRATOR FOR DEFENSE PROGRAMS DELEGATION. Under the authority vested in me as the Administrator for the National Nuclear Security Administration (NNSA) and pursuant to section 3212 of the National Nuclear Security Administration Act (50 U.S.C. 2402), Delegation Order No. NA-2023- S2-NA1-01, and in accordance with Department of Energy Order 413.3B, Program and Project Management for the Acquisition of Capital Assets, \ redelegate the Project Management Executive (PME) authority for the following Savannah River Plutonium Processing Facility (SRPPF) efforts to the Deputy Administrator for Defense Programs, provided the expected cost for each individual subproject and CD-3X remains below $750 million. 1.1 High Fidelity Training and Operations Center (HFTOC) subproject and associated Critical Decisions (i.e., CD-3Xs) for site preparation and long lead procurements, 12 Administrative Building (ADMIN) subproject, 1.3 — Utilities/Site Prep/Infrastructure (USPI) CD-3Xs, and 1.4 Sandfilter and Fanhouse (S&F) CD-3Xs, These authorities encompass the project management aspects relating to the SRPPF HFTOC and ADMIN subprojects and site preparation and long lead procurement Critical Decisions, except for those specifically reserved for the Deputy Secretary of Energy. None. LIMITATION. 3.1 In exercising the authority delegated in this Order, the delegate shall be governed by the rules and regulations of the Department of Energy, the National Nuclear Security Administration, and the policies and procedures prescribed by the Secretary. 3.2. Nothing in this Order precludes the Deputy Secretary of Energy or the Administrator from exercising any of the authority delegated by this Order. 3.3. Any amendments to this Order shall be made in consultation with the NNSA General Counsel. AUTHORITY TO REDELEGATE. The PME authority as stated in this Delegation may be redelegated. EFFECTIVE DATE, 5.1 A copy of this Delegation shall be provided to the Office of Policy and Strategic Planning, NNSA Directives Team. 5.2 This Order is effective immediately. 5.3.
