NATIONAL NUCLEAR SECURITY ADMINISTRATION DELEGATION ORDER NO. NA-2023-S2-NA1-01 TO THE UNDER SECRETARY FOR NUCLEAR SECURITY 1. DELEGATION. Under the authority vested in me as the Deputy Secretary of Energy and pursuant to section 3212 of the National Nuclear Security Administration Act (50 U.S.C. 2402), and in accordance with Department of Energy Order 413.3B, Program and Project Management for the Acquisition of Capital Assets, I delegate the Project Management Executive (PME) Authority for the Savannah River Plutonium Processing Facility (SRPPF) Utilities/Site Prep/Infrastructure (USPI), Sandfilter and Fanhouse (S&F), Safeguards and Security (S&S), High Fidelity Training and Operations Center (HFTOC), and Administrative Building (ADMIN) subprojects and any Critical Decisions (i.e., CD-3Xs) for site preparation and long lead procurements for all SRPPF subprojects to the Under Secretary for Nuclear Security. These authorities encompass the project management aspects relating to the Savannah River Plutonium Processing Facility, USPI, S&F, S&S, HFTOC, and ADMIN subprojects, including Energy Systems Acquisition Advisory Board equivalents, Critical Decisions, and Quarterly Project Reviews, except for those specifically reserved for the Deputy Secretary of Energy. 2. RESCISSION. None. 3. LIMITATION. 3.1 In exercising the authority delegated in this Order, the delegate shall be governed by the rules and regulations of the Department of Energy, the National Nuclear Security Administration (NNSA), and the policies and procedures prescribed by the Secretary. 3.2 Nothing in this Order precludes the Deputy Secretary of Energy from exercising any of the authority delegated by this Order. 3.3 Any amendments to this Order shall be made in consultation with the NNSA General Counsel. 3.4 That each subproject cost and CD-3X cost remains less than $750M; this authority is severable. 4. AUTHORITY TO REDELEGATE. The PME authority as stated in this Delegation may be redelegated. 5. EFFECTIVE DATE. 5.1 A copy of this Delegation shall be provided to the Office of Policy and Strategic Planning, NNSA Directives Team. 5.2 This Order is effective immediately. 5.3.
