NATIONAL NUCLEAR SECURITY ADMINISTRATION DELEGATION ORDER NO. NA-2024-DEL-NA1-NA90-01 TO THE ASSOCIATE ADMINISTRATOR FOR INFRASTRUCTURE DELEGATION. Under the authority vested in me as the National Nuclear Security Administration (NNSA) Administrator and pursuant to section 3212 of the National Nuclear Security Administration Act (50 U.S.C. 2402), and in accordance with Department of Energy (DOE) Order 413.3B, Program and Project Management for the Acquisition of Capital Assets, | delegate Project Management Executive (PME) authority for the Principal Underground Laboratory for Subcritical Experimentation (PULSE) New Access Project (PNAP) to the Associate Administrator for Infrastructure. These authorities encompass the project management aspects relating to PNAP, including Energy Systems Acquisition Advisory Board equivalents, Critical Decisions, and Quarterly Project Reviews, except for those specifically reserved for the Deputy Secretary of Energy. Approval of Performance Baseline changes will remain with the NNSA Administrator. RECISSION. None. LIMITATION. 3.1 In exercising the authority designated herein, a delegate is governed by the applicable rules and regulations of DOE and NNSA and the policies and procedures of the Secretary of Energy. 3.2 Nothing in this delegation precludes the Deputy Secretary of Energy or the Administrator from exercising any of the authority delegated by this Order. 3.3. Any amendments to this Order shall be made in consultation with the NNSA General Counsel. AUTHORITY TO REDELEGATE. The PME authority as stated in this Delegation may not be re-delegated. DURATION AND EFFECTIVE DATE. 5.1 All actions pursuant to any authority delegated prior to this Order or any authority delegated by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended, or superseded. 5.2. Acopy of this Delegation shall be provided to the Office of the Associate Principal Deputy Administrator, NNSA Directives Team.
