NATIONAL NUCLEAR SECURITY ADMINISTRATION DESIGNATION ORDER NO. NA-2025-DES-NA1-NA2-01 TO SCOTT W. PAPPANO DESIGNATION. Under the authority vested in me under Section 3212 of the National Nuclear Security Administration (NNSA) Act (50 U.S.C.§ 2402), Scott W. Pappano is hereby designated the Management and Operating Contracts Fee Determining Official, as that title and its responsibilities are defined in NNSA Policy 540.3A, Corporate Performance Evaluation Process for Management and Operating Contractors. RECISSION. This rescinds NNSA Designation Order No. NA-2025-DES-NA-1-NA-3- 03 for all FDO activities after conclusion of FY 2025 FDO closeout actions. LIMITATION. 3.1. | This designation covers all parts of NNSA. 3.2. In exercising the designated authority in this Order, the designee shall be governed by the rules and regulations of DOE/NNSA and the policies and procedures prescribed by the Secretary of Energy or Deputy Secretary of Energy or Under Secretary of Nuclear Security. 3.3. Nothing in this order precludes the Under Secretary of Nuclear Security from exercising any of the authorities designated by this order. 3.4. Nothing in this order shall be construed to supersede or otherwise interfere with the authorities provided to the NNSA Administrator by law or delegation. 3.5. | Any amendments to this order shall be made in consultation with NNSA General Counsel. AUTHORITY TO REDESIGNATE. This designation may not be further redesignated or delegated. DURATION AND EFFECTIVE DATE. 5.1. All actions by the designee pursuant to any authority provided prior to this Order or pursuant to any authority granted by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended, or superseded. 5.2. Acopy of this designation order shall be provided to the NNSA Directives Team, which manages the Designation of Authority system for NNSA. 5.3.
