NATIONAL NUCLEAR SECURITY ADMINISTRATION DESIGNATION ORDER NO. NA-2025-DES-NA70-NA74-01 TO THE DEPUTY DIRECTOR, OFFICE OF PERSONNEL AND FACILITY CLEARANCES AND CLASSIFICATION 1. DESIGNATION. Under the authority vested in me as Associate Administrator and Chief of Defense Nuclear Security under the National Nuclear Security Administration Act (NNSA) (50 U.S.C. 2422) and 10 CFR 710.5, I hereby designate the Deputy Director of the Office of Personnel and Facility Clearances and Classification (OPFCC), located in Albuquerque, New Mexico (NM), as the Local Director of Security (LDS) for certain responsibilities described in 10 CFR §§710.5 and 710.9. 2. RESCISSION. This rescinds the July 19, 2013, LDS Designation. 3. LIMITATION. 3.1 In exercising this designation herein, a designee is governed by the Department of Energy’s (DOE) applicable rules and regulations and the Secretary’s policies and procedures. 3.2 Nothing in this designation precludes the Secretary from disapproving any Administration specific policy or exercising any authority over designees whenever, in the Secretary's judgment, the exercise of that authority is necessary or appropriate to administer the functions vested in the Secretary. 3.3 The authorities designated herein shall only be exercised regarding DOE personnel security access authorizations managed by OPFCC, located in Albuquerque, NM. 3.4 Any amendments to this designation shall be in consultation with the NNSA Office of the General Counsel. 4. AUTHORITY TO RE-DESIGNATE. 4.1 This designation may not be re-designated. 5. AUTHORITY TO RE-DELEGATE. 5.1 Except as expressly prohibited by law, regulation, or this Designation Order, the LDS may delegate specific authorities to individuals when the LDS is unable or unavailable to exercise them, subject to requirements for delegation and re- delegation in DOE and NNSA regulations, directives, and limitations expressed herein. 6. DURATION AND EFFECTIVE DATE. 6.1 All actions by the designee pursuant to any authority provided prior to this Order or pursuant to any authority granted by this Order taken prior to and in effect on 2 the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended or superseded. 6.2 A copy of this Designation Order shall be provided to the NNSA Directives Team, Office of the Administrator. 5.2 This Designation is effective immediately. _________________________________________ Lewis E.
