NATIONAL NUCLEAR SECURITY ADMINISTRATION (NNSA) DESIGNATION ORDER NO. NA-2026-DES-NAPAS21-NAPAS30-01 TO THE NNSA COMPETITION ADVOCATE, NA-PAS-30 DESIGNATION. Under the authority vested in me as Senior Procurement Executive and Deputy Associate Administrator for Partnership and Acquisition Services in Delegation Order No. S5-DEL-NAPAS-2022, I hereby designate the Head of the Contracting Activity and Director of Acquisition Services for the Office of Partnership and Acquisition Services as the NNSA Competition Advocate to perform the duties required by the Competition in Contracting Act of 1984, Public Law 98-369 (codified at 41 U.S.C. § 1705), as implemented by 48 CFR 6.003 (DOE/NNSA CLASS DEVIATION JUL 2025). DUTIES. As NNSA Competition Advocate and in accordance with 48 CFR 6.003(b) (DOE/NNSA CLASS DEVIATION JUL 2025), the Competition Advocate is responsible for promoting full and open competition, promoting the acquisition of commercial items, and challenging barriers to acquisition. The Competition Advocate will approve noncompetitive procurement actions as stipulated in 48 CFR 6.104-2(a) (DOE/NNSA CLASS DEVIATION JUL 2025). RESCISSION. The designation of Ms. Temidayo Osinuga dated 20 September 2017 is hereby rescinded. LIMITATION. 4.1 This designation covers all parts of NNSA. 4.2 Inexercising the designated authority in this Order, the designee shall be governed by the rules and regulations of DOE/NNSA, and the policies and procedures prescribed by the Secretary of Energy, Deputy Secretary of Energy, or Under Secretary of Nuclear Security. 4.3 Nothing in this order precludes the Under Secretary of Nuclear Security from exercising any of the authorities designated by this order. 4.4 Nothing in this order shall be construed to supersede or otherwise interfere with the authorities provided to the NNSA Administrator by law or delegation. 4.5 Any amendments to this order shall be made in consultation with NNSA General Counsel. AUTHORITY TO REDESIGNATE. This designation may not be redesignated or delegated. DURATION AND EFFECTIVE DATE. 6.1. All actions by the designee pursuant to any authority provided prior to this Order or pursuant to any authority granted by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended or superseded. 6.2. Acopy of this Designation Order shall be provided to the NNSA Directives Team, which manages the Designation of Authority system for NNSA. 6.3.
