NA70-DEL-ODFSA-2024 TO DEPUTY ADMINISTRATOR FOR NAVAL REACTORS; DIRECTOR, OFFICE OF NUCLEAR INCIDENT RESPONSE; ASSISTANT DEPUTY ADMINISTRATOR FOR SECURE TRANSPORTATION; MANAGER, KANSAS CITY FIELD OFFICE; MANAGER, LIVERMORE FIELD OFFICE; MANAGER, LOS ALAMOS FIELD OFFICE; MANAGER, NEVADA FIELD OFFICE; MANAGER, PANTEX FIELD OFFICE; MANAGER, SANDIA FIELD OFFICE; MANAGER, SAVANNAH RIVER FIELD OFFICE; and MANAGER, Y-12 FIELD OFFICE 1. DELEGATION. Under the authority vested in me as Associate Administrator for Defense Nuclear Security and pursuant to section 3232 of the National Nuclear Security Administration (NNSA) Act (50 U.S.C. 2422), Redelegation Order No. S5-DEL-NA70- 2024: 1.1 I hereby delegate authority to your respective offices to serve as NNSA cognizant security offices for those facilities under your line management authority. 1.1 Pursuant to the requirement in Department of Energy (DOE) security policies, I hereby delegate authority to function as the Officially Designated Federal Security Authority (ODFSA) for your respective sites or organizations. 2. RESCISSION. Delegation Order No. NA70-DEL-ODFSA-2022 is hereby rescinded. 3. LIMITATION. 3.1 At the Savannah River Site, these delegations will be consistent with the Memorandum of Agreement (or follow on) between the Savannah River Operations Office and the Savannah River Site Office of Security and Emergency Management Services at the site (dated August 15, 2016). This paragraph, 3.1, will expire effective October 1, 2024, upon finalization of DOE Office of Environmental Management to NNSA transition. 3.2 Nothing in this Order shall be interpreted as delegating authority over Special Access Program administration or management. 3.3 In exercising the authority delegated in this Order, the delegate shall be governed by the rules and regulations of the DOE, the NNSA, and the policies and procedures prescribed by the Secretary and Under Secretary for Nuclear Security/Administrator. 2 3.4 Nothing in this Order precludes the Secretary or the Under Secretary for Nuclear Security/Administrator from exercising any of the authority delegated by this Order. 3.5 Nothing in this Order shall be construed to supersede or otherwise interfere with the authorities provided to the NNSA Administrator by law or delegation. 3.6 Any amendments to this Order shall be made in consultation with the NNSA General Counsel. AUTHORITY TO REDELEGATE. 4.1 I authorize you to delegate ODFSA responsibilities to your Assistant Managers for Safeguards and Security or equivalent senior Federal security manager. Further delegation of ODFSA responsibilities is prohibited. Redelegation must conform to the requirements in NNSA Policy (NAP)-110.1, Delegations and Designations. 4.2 Copies of this delegation and any redelegations shall be provided to NNSA's Office of Business Services and the DOE Office of Management, which manages the Secretarial Delegations of Authority system. 4. DURATION AND EFFECTIVE DATE. 5.1 All actions pursuant to any authority delegated prior to this Order or any authority delegated by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended or superseded. 5.2 This Order is effective July 22, 2024. _________________ Lewis E.
