ACD 130.1, Updating Account Integrator Roles in the National Nuclear Security Administration (NNSA)

National Nuclear Security Administration Advance Change Directive NNSA ACD 130.1 Approved: 06-23-21 Expires: 06-23-22 SUBJECT: UPDATING ACCOUNT INTEGRATOR ROLES IN THE NATIONAL NUCLEAR SECURITY ADMINISTRATION (NNSA) PURPOSE: Update the Account Integrator’s role throughout the Planning, Programming, Budgeting, and Evaluation (PPBE) Process. URGENCY: Ensure the Account Integrator role and responsibilities in managing portfolio risk within the PPBE process are clarified prior to the start of the Fiscal Year (FY) 2024 programming cycle, including the remaining FY 2023 cycle, and prior to incorporation in a revision of NNSA NAP 130.1B, Planning, Programming, Budgeting, and Evaluation (PPBE) Process. APPLICABILITY: This ACD applies to all federal NNSA clements. ! BACKGROUND: As part of the PPBE realignment, the Account Integrator role was established to manage portfolio risk within NNSA’s major mission areas: Weapons Activities, Defense Nuclear Nonproliferation, and Federal Salaries and Expenses. Account integrators are responsible for integrating and prioritizing their portfolio, and other duties as outlined in NAP 130.1B, or successor directives. Account Integrator’s responsibilities and requirements are accomplished in coordination with the Program Elements and Associate Administrators (AAs). REQUIREMENTS: As part of their duties throughout the PPBE process, Account Integrators balance their portfolio risk by: 1. Integrating long-term portfolio planning between programs within thetr account. 2. Making PPBE decisions within their respective account based on mission impact, risk assessment, affordability constraints, uncosted balances, recommendations and support provided by the NNSA Program Elements and AAs, and other relevant information. 3. Tasking Headquarters Functional Organizations, such as the NNSA Office of Management and Budget, Office of Cost Estimating and Program Evaluation, or Acquisition and Project Management, to provide supportive information or analysis.
