SUBJECT: UPDATE RESPONSIBILITY FOR THE FEDERAL SALARIES AND EXPENSES
ACCOUNT INTEGRATOR ROLE WITHIN THE PLANNING, PROGRAMMING,
BUDGETING, AND EVALUATION (PPBE) PROCESS
PURPOSE: Elevate the responsibility for serving as Account Integrator for Federal Salaries and
Expenses (FSE) within the Planning, Programming, Budgeting, and Evaluation (PPBE) process,
codified at National Nuclear Security Administration (NNSA) Policy (NAP) 130.IC, Planning,
Programming, Budgeting, and Evaluation (PPBE) Process, from the Associate Administrator for
Management and Budget to the Principal Deputy Administrator.
URGENCY: Ensure the FSE Account Integrator responsibilities are elevated prior to the start of
the Fiscal Year 2026 programming cycle and prior to incorporation in a revision of NNSA NAP
130.IC.
APPLICABILITY: This ACD applies to all federal NNSA elements.1
BACKGROUND: The Account Integrator role in the PPBE process was established to manage
portfolio risk within NNSA's four appropriations: Weapons Activities (WA), Defense Nuclear
Nonproliferation (DNN), Naval Reactors (NR), and FSE. The Deputy Administrator for Defense
Programs serves as the WA Account Integrator, the Deputy Administrator for Defense Nuclear
Nonproliferation serves as the DNN Account Integrator, and the Deputy Administrator for Naval
Reactors (Director) serves as the NR Account Integrator. The leaders who serve in these positions
are nominated by the President of the United States and confirmed by the U.S. Senate. This ACD
elevates the FSE Account Integrator responsibility to the Presidentially nominated and Senate
confirmed position of the Principal Deputy Administrator, who is responsible and accountable for
the overall health of the NNSA federal organization.
REQUIREMENTS:
8.b.(2) As Account Integrator, the Principal Deputy Administrator will be accountable and
responsible for the FSE within the NNSA PPBE process.

sections 2406 and 2511 , and to ensure consistency throughout the joint Navy/DOE Naval Nuclear Propulsion Program,
the Deputy Administrator for Naval Reactors (Director) will implement and oversee requirements and practices
pertaining to this Directive for activities under the Director's cognizance, as deemed appropriate.
