ACD 321.1, Faculty Chair and Faculty Member Detail Term Limits

National Nuclear Security Administration Advance Change Directive NNSA ACD 321.1 Approved: 03-17-20 Expires: 03-16-21 SUBJECT: FACULTY CHAIR AND FACULTY MEMBER DETAIL TERM LIMITS PURPOSE: Limit the length of National Nuclear Security Administration (NNSA) faculty chair and faculty member details and detail extensions to Professional Military Education (PME) institutions. The faculty chair and faculty member detail term limits will be incorporated into a new directive. URGENCY: Implement direction given by the Administrator to set detail term limits. APPLICABILITY: This ACD applies to federal employees. 1 BACKGROUND: NNSA has a long history of supporting PME institutions by providing NNSA employees to serve details as either faculty chairs or faculty members. This arrangement benefits both NNSA and the PME institutions. NNSA routinely approved detail extensions when requested by either the NNSA employee or the PME institutions. These extensions have resulted in reduced opportunities for other NNSA employees to serve in faculty positions, complications concerning the detailee's return to NNSA, and perceived favoritism of specific employees. REQUIREMENTS AND RESPONSIBILITES: 1. Current NNSA faculty chair and faculty member detailees will be subject to the terms of this ACD. 2. Effective immediately, faculty chair details are limited to 3 years with an optional 1 year extension. Faculty chair detail extensions must be approved by the NNSA Administrator. 3. Effective immediately, faculty member details are limited to 2 years with an optional 1 year extension. 4. The detailee's federal supervisor must receive an extension request from the PME institution at least 90 days prior to the detail's end date. 5. Whether through extensions or a combination of positions, the maximum amount of time an employee can be detailed to a PME institution while employed by NNSA is 4 years for faculty chairs and 3 years for faculty members. 1 In accordance with the responsibilities and authorities assigned by Executive Order 12344, codified at 50 U.S. Code sections 2406 and 2511, and to ensure consistency throughout the joint Navy/DOE Naval Nuclear Propulsion Program, the Deputy Administrator for.Naval Reactors (Director) will implement and oversee requirements and practices pertaining to this Directive for activities under the Director's cognizance, as deemed appropriate. 2 ACD 321.1 6. Consistent with Departmental and Office of Personnel Management guidance, members of the Senior Executive Service Corps who are selected to serve as faculty members or faculty chair members will serve a two year detail and then return to a leadership role at NNSA.
