NNSA Policy Letter NNSA Policy Letter: NAP-2 Date: May 21, 2002 TITLE: Establishment of Line of Succession for the Administrator, National Nuclear Security Administration I. OBJECTIVE: In accordance with Executive Order 12656, “Assignment of Emergency Preparedness Responsibilities,” November 18, 1988, and Federal Emergency Management Agency (FEMA) Federal Preparedness Circular (FPC) 65, “Federal Executive Branch Continuity of Operations (COOP),” July 26, 1999, Federal agencies are required to establish and maintain orders of succession for key positions. Pursuant to Section 3212 of Public Law 106-65, the National Defense Authorization Act for Fiscal Year 2000, this Policy Letter establishes a line of succession for the Administrator of the National Nuclear Security Administration (NNSA). II. APPLICABILITY: The provisions of this Policy Letter apply to all of the Administration’s organizations and elements. III. REQUIREMENTS: The following officials, in the order indicated, shall act in line of succession for the Administrator, National Nuclear Security Administration, in the event of the absence or disability of the Administrator, until the absence or disability ceases, or in the case of a vacancy, until a successor is appointed. a. Principal Deputy Administrator, National Nuclear Security Administration b. Deputy Administrator for Defense Programs c. Deputy Administrator for Defense Nuclear Nonproliferation d. Deputy Administrator for Naval Reactors e. National Nuclear Security Administration Chief of Staff f. Associate Deputy Administrator for Defense Programs g. Associate Administrator for Management and Administration h. Associate Administrator for Facilities and Operations i. Manager, Albuquerque Operations Office j. Manager, Oakland Operations Office k. Manager, Nevada Operations Office Page 2 of 2 NNSA Policy Letter No individual serving in an acting capacity in one of the positions described above is included in this succession letter unless designated by the Administrator in writing. IV. RESPONSIBILITIES: Any official serving as acting Administrator pursuant to this succession Order, during the period of service as acting Administrator under this Order, may exercise all authority vested by law in the Administrator.
