NNSA SD 470.4 Implementation Instructions June 2018 NNSA SD 470.4 IMPLEMENTATION INSTRUCTIONS Enterprise Safeguards and Security Planning and Analysis Program This National Nuclear Security Administration (NNSA) implementation instructions document prescribes the Defense Nuclear Security (DNS) Enterprise Safeguards and Security Planning and Analysis Program (E-SSPAP) process used to develop a consistent and standardized procedure for conducting security planning activities and reporting risk within the NNSA nuclear security enterprise (NSE). These instructions implement NNSA Supplemental Directive (SD) 470.4, Enterprise Safeguards and Security Planning and Analysis Program, and Department of Energy (DOE) Order (O) 470.4, Safeguards and Security Program by providing a standardized approach to security risk management. The processes outlined in this document are required to provide a set of consistent deliverables that ensure risk-informed decisions that result in an integrated, robust, and efficient safeguards and security program.
