National Nuclear Security Administration Advance Change Directive NNSA ACD 332.2 Approved: 07-28-2020 Expiration: 07-28-2021 SUBJECT: THE JOHN A. GORDON AWARD FOR EXCELLENCE AND INNOVATION IN THE NATIONAL INTEREST PURPOSE: The John A. Gordon Award recognizes an individual or team for excellence and innovation in the areas of science, technology, management, or leadership. The award criteria is met by performing tasks differently, more efficiently, and cost-effectively. URGENCY: Implement direction given by the Administrator to establish this award swiftly. APPLICABILITY: This ACD applies to National Nuclear Security Administration (NNSA) federal employees.! BACKGROUND: As the first NNSA Administrator, General Gordon was tasked with standing up the newly created semi-autonomous organization responsible for the nuclear security enterprise. General Gordon likened the NNSA mission to that of changing the engines on an airplane while flying and keeping it on its mission while short-handed. In this spirit, the John A. Gordon Award recognizes an individual or team for innovation in areas that were important to General Gordon — science, technology, management, and leadership. General Gordon’s vision for an innovative NNSA resulted in a responsive and accountable organization, focused on improving the way it does business. NNSA commemorates General Gordon's dedication to NNSA and his service to our country with this award in his honor. REQUIREMENTS AND RESPONSIBILITIES: 1. Nominees for this award are judged on demonstrated excellence and innovation in the areas of science, technology, management, or leadership. 2. An Award Selection Committee composed of a cross-section of Senior Executives among program, field, and functional offices recommends recipients to the NNSA Management Council for this award annually. 3. The Administrator makes the final selection. 4. The awardee may be presented with a monetary award (in accordance with Business Operating Procedure 332.2, Employee Recognition Policy), an engraved plaque, a medal bearing the likeness of General Gordon, or a combination of these items. 'Tn accordance with the responsibilities and authorities assigned by Executive Order 12344, codified at 50 U.S. Code sections 2406 and 2511, and to ensure consistency throughout the joint Navy/DOE Naval Nuclear Propulsion Program, the Deputy Administrator for Naval Reactors (Director) will implement and oversee requirements and practices pertaining to this Directive for activities under the Director's cognizance, as deemed appropriate.
